the officer could not see my car just before measuring my speed I got negligent driving reduced to 10 over. I was passing cars on a 2 lane road, therefore, I could exceed the speed limit legally. However, the cop couldn't see that I was passing because of a hill between him and me in the road, so I was cited. However, the judge ruled that 26 mph over the limit was excessive so I was still fined. The difference in fines, however, was over $400, plus I avoided the insurance implications of negligent driving. Negligence in this case was simply being 25+ over the limit.
